Sounds as if you want to have a DVD with additional subtitles that are not (yet) on the DVD...?
To do that, you need a DVD authoring program like dvdlab.
Your question is not precise enough to help you, so we're only guessing.
Another solution could be DIVX Ultra, that allows you to keep the whole menu structure and plays on (newer) dvd players.
