In sync to what?
Are you even sure you've got a 25fps film?
Unless the subtitle says it's for a SPECIFIC release, you can't say "it's not in sync". And therefore it doesn't make sense to rate it bad either.
So try other subtitles (look for correct fps!) or adjust it yourself, using subtitleworkshop or timeadjuster.
