Not in sync - but for what video? Please don't rate a subtitle bad just because it doesn't fit your video. Your video might have a different framerate (pictures per second) or it has a longer opening sequence.
It's like saying "these shoes are bad" if they don't fit your feet - but they never said they were your size.
Next time, please tell us for which video it doesn't fit (filename or release name) and only rate a subtitle bad if it has exactly the same name. (So if shoes are size 8, they should fit all feet of the same size. If not, that is indeed bad.)
