I'm sorry, I don't quite understand your question.
If you need to adjust a subtitle, this might help you:
You can edit subtitles with tools like subtitle workshop or submagic (both freeware, use google).
There are many many other programs around, too. Look at http://www.videohelp.com/, http://divxstation.com/articles.asp or http://www.doom9.org/ for further information about subtitles.
As for vobsub: you just use it together with your favorite player lilke Media player (classic) or others. If you have the subtitle with the same name as the film (fim_name.avi and film_name.srt/.sub etc) it should come up automatically. If not, there should be a green arrow in your task bar (next to the clock). Right-click on it to access more options.
