Hi,
interesting and important questions.
You're very welcome to upload subtitles that are not already here, regardless from where they come. I think it's great that you worry about stealing credits (Hear Hear people out there! :-).
There is no iron rule about that, only this: don't remove any credits. When you change/edit/resync you might add your name to the existing credits, saying what exactly you did. "resynced by, spell-checked by etc." Usually the uploader alias from other sites is not mentioned here, I like it to say where the subtitle came from (Found on ....), although I am not even sure whether my fellow admins like it that I make these references...
It is perfectly ok to change the format as you like and post your version. However, you should let the credits intact. Standard format seems to be .srt (ca. 70%) here, in my opinion it's sufficient to have either .srt or .sub.
Before you upload here, please check whether the same subtitle isn't already there.
