I found a good tutorial video that shows all the necessary steps for adding subtitles to an existing DVD without re-encoding the video (therefore no quality loss). It is not an easy task where you click once and it's done but it works and it doesn't take too long. All the necessary software is free (you can burn the finished DVD with free software as well)
Here's the link for the video. It was made by users of videohelp.com (which is great site for everything related to video and DVDs. It's around 6 MB and does not contain speech, so it's useful for hearing impaired as well.
