Your question is incomplete
did you mean to find out the fps of a subtitle posted here
in that case you can find it on [more info] tab of that subtitle
if you mean to find out the fps of any subtitle
you can use softwares like subtitleworkshop
this is not only for finding out fps it is for all tasks related to subtitles
