Under Windows,Gaupol can open and modify multiple files, but this tool might be exactly what you want.
http://www.autohotkey.net/~gahks/subframerate.exe
I didn't have time to check it though, so continue at your own risk. And don't overwrite the originals....
Note: converting the framerate might not be enough, you might need to shift ...

I just received a link to the latest gaupol version 0.15 for windows. Finally!http://download.gna.org/gaupol/0.15/gaupol-0.15-win32.exe Gaupol is an awesome subtitle editor that I am using all the time, mainly to spell-check subtitles.
You should give it a try. It's also available for *nix, and it might even run on Mac OS.

Sounds like different framerate for video and subtitles. You can fix that yourself. Have a look at our tutorials section.
google "framerate", "PAL", "NTSC" if you want to know more.
PS: Sinistral usually knew what he was doing, so I don't think he made a mistake.
