I translated it 2 months ago, and yesterday he uploaded it saying HE TRANSLATED IT
He even gave his email and phone number for contacting (!?)
I don't want to make a fuss, so please just delete ...

No I don't think it's neccsessary to have all posts in English. I'm from Vietnam, and I always use VIetnamese to comment on Vietnamese subtitles. And if that subtitle has some problems, like fake, superbad quality... then I'll use English to report it.
